CEEW seeks to hire an enthusiastic and detail-oriented individual to join the Energy Access team as a Consultant for its work on solar powered irrigation. CEEW offers an intellectually challenging and conducive work environment, with a focus on research rigour, innovative thinking, and strategic outreach.

The Energy Access team is one of the seven focus areas at the CEEW. Lack of access to energy is a barrier for households, communities, and enterprises in reaching their desired potential. The Energy Access team envisions removing this barrier by using evidence-based research of on-ground realities to inform policies and businesses. The team does this through the collection and analysis of primary data, evaluation of policies and programmes, design of interventions, and the development of collaborative platforms that enable equitable access to modern energy for human development.

CEEW has partnered with the Chhattisgarh Renewable Energy Development Agency (CREDA) to support them in their programme on solar water pumping. CREDA plans to undertake a few pilots of various deployment models for solar for irrigation. CEEW is supporting CREDA in designing these pilots, engaging with implementation partners, and in regular monitoring and assessment of these pilots. The aim is to generate insights and evidence to feed into the evolution of state’s programme on solar pumping. The Consultant is being hired to be the point of contact in Raipur and assist the fellow researchers in undertaking programmatic and research activities of this initiative.

Job Duties and Accountabilities

The successful candidate is expected to assist the team towards the following:

Programmatic Assistance and Coordination

  • Liaising with CREDA and other state departments officials on site selection and ensuring adequate preparation at their end
  • Consultation with all relevant stakeholders (government as well non-government) during the design phase and soliciting their inputs for developing the detailed pilot design
  • Organising the state-level workshops, field visits, and farmers’ engagement
  • Assisting researchers in developing the interview guides and engagement guides for stakeholder consultations and field visits
  • Coordination with the implementing partners and supporting them with the installation and regular monitoring
  • Periodic field visits for a closer engagement with the end-users, on-ground facilitators, and district officials


  • Detailed design of pilots based on contextual and practical considerations
  • Collation of learning from similar pilots conducted elsewhere and assess their applicability to this project
  • Economic analysis of the different models and compare their relative outcomes
  • Assisting researchers in developing the monitoring and evaluation framework for the study
  • Administration of baseline, midline and endline quantitative surveys, including questionnaire preparation, field team training and ensuring high data quality
  • Cleaning and analysis of the data collected
  • Preparation of various research outputs such as reports, briefs, etc

Selection Criteria

Academic and professional qualifications

  • Master’s or bachelor’s degree with specialisation in agriculture / rural management / development studies / economics / public policy / and related fields
  • Candidates having educational background in other disciplines are also encouraged to apply if they have work experience in the above areas
  • Prior experience of working in public policy and governance would be preferred


  • Excellent oral and written communication skills in English is an essential
  • Proficiency in MS-Office (Excel, Word, PowerPoint) is necessary
  • Familiarity with statistical packages such as STATA and R is desirable
  • Fluency in Hindi in speaking and reading would be a requisite
  • Understanding of agriculture, field experiments, quantitative surveys is desirable
  • Ability to multitask and effectively manage time with minimal supervision
  • Willingness to travel to rural areas and work in a multi-cultural setting
