CEEW seeks to hire a driven and diligent individual to join the Energy Access team as a Programme Associate (PA) to primarily work on its projects on usage of decentralised renewable energy for productive usage, in general, and sustainable solar irrigation, in particular. The individual would also be expected to contribute to other areas of work in the Energy Access team and beyond. The successful candidate should possess excellent skills in strategic and creative thinking, attitude of ‘getting things done’, effective ways of engaging with a wide range of stakeholders, and a spirit for growth and advancement.

The Energy Access team is one of the focus areas at the CEEW. Lack of access to energy is a barrier for households, communities, and enterprises in reaching their desired potential. The Energy Access team envisions removing this barrier by using evidence-based research of on-ground realities to inform policies and businesses. The team does this through the collection and analysis of primary data, evaluation of policies and programmes, design of interventions, and the development of collaborative platforms that enable equitable access to modern energy for human development.

Job Duties and Responsibilities

Programme Management

  • Manage research and implementation projects with minimal support and take full ownership of individual tasks
  • Ensure commitment to project timeline and delivery of high-quality research and outreach outputs
  • Develop plan to achieve goals of the project and anticipate challenges well in advance and come up with strategies to mitigate them
  • Liaise with governmental and non-governmental partners and help manage and grow these relationships
  • Ensure periodic and timely communication of progress of projects with partners and represent CEEW with utmost professionalism
  • Support and mentor junior colleagues in the team and efficiently delegate responsibilities
  • Travel to rural areas for data gathering exercises; attend workshops, conferences, roundtables and present CEEW’s work to external audience as and when required


  • Develop policy relevant research ideas—based on thorough literature review and interaction with fellow researchers and policymakers and building upon the institution’s existing body of work
  • Lead the design of research—including methodology, data gathering, and analysis
  • Oversee the administration of various components of data collection process such as scraping public datasets, hiring a survey agency for primary surveys, training of enumerators, piloting of survey instrument, and data monitoring
  • Conduct analysis using rigorous methods and generate actionable insights
  • Publish high-quality reports, journal articles, policy briefs, issue briefs, blogs, and op-eds
  • Craft creative and impactful ways of disseminating research outputs to inform decision-makers, research community, and public discourse beyond above mentioned ways

Selection Criteria


  • Master’s degree with specialisation in economics, public policy, energy management, business management, rural management or related field


  • 3-4 years of relevant work experience in research/consulting/management
  • Prior experience of working on development projects and dealing with governments would be preferred
  • Impressive track record of project management and efficient delivery of outputs


  • Strong analytical abilities, both quantitative and qualitative
  • Proficiency in MS Office (Excel, Word, PowerPoint) and Stata or R, or other statistical packages is required
  • Excellent oral and written communication skills—ability to be clear yet tactful
  • Fluency in Hindi or other regional languages would be preferred


  • Ability to take initiatives, but also should have the persistence to follow through to take them to logical conclusion
  • Ability to create, understand, and effectively communicate big picture, while having the diligence to go into the details to realise the big picture
  • Ability to manoeuvre adverse situations and navigate people
  • Bias towards proactive communication to ensure that the need for follow-ups is minimal
  • Experience of working in a multi-cultural setting and willingness to travel to remote locations
