Programme Description

India is at the cusp of a revolution to transform the way people move – a transition from ICE based vehicles to EVs. As much as this is an important transition, this transition does not address the myriad challenges that remain within the mobility space. The role for public transport must increase but there is no concerted policy to allow for this. Aspirational goals for private vehicle ownership imply that private transport is unlikely to be curtailed merely by the provision of public transport! Mobility choices have implications for resource use, air pollution and human-productivity.

This mobility programme aims to take integrate The Council’s existing work on technical and economic evaluations of mobility choices into broader narrative that the mobility debate encompasses. These are for land-use planning in urban and urbanising areas, the investment requirements for ULBs and the regulatory regime which shapes people’s mobility choices.


CEEW seeks to hire a suitable candidate for the position of Programme Associate or Programme Lead (contingent on experience and the fit) to take forward its growing work programme on urban mobility. The candidate should have an interest in the past and the future of the transportation and mobility.

S/he is expected to actively shape the research direction of the mobility programme. In equal measure, the impact of research and especially in this domain is a result of sustained engagement with authorities at state and local levels. The candidate will be expected to build a team – either from within or through additional hiring, to drive insight and impact from the programme. Identifying capacity gaps in ULBs, regulatory gaps, raising necessary funding to support programme, present research findings and recommendations in public engagements and help drive implementation in select geographies.

Job Duties and Accountabilities

  • To gauge mobility demand at a macro (country, state level) and characterise past and on-going developments
  • To assist in development and execution of surveys to assess mobility preferences. This would involve questionnaire design, training of enumerators, and survey monitoring
  • To assist in on-going research pertaining to transportation economics
  • Travel to project sites, whenever necessary, to conduct meetings/interviews/trainings or collect primary information.
  • Carry out relevant literature review and summarize findings as reports.
  • To write briefs and issue notes which could be circulated among senior Government of India officials and other stakeholders.
  • To work with senior researchers on conceptualising new projects (as and when needed).
  • Provide research content for organisation’s web pages, blogs, policy briefs etc.

General responsibilities/Programme Assistance

  • Assist with project implementation, including help with preparing presentations, factsheets and other communication material.
  • Prepare notes and briefs for various events (roundtable discussion, workshop, conference, etc.).
  • Accompany team members for meetings with other stakeholders and prepare minutes of the meetings and assist with relevant follow ups

Shortlisting Criteria

Education and Experience

  • Superior academic credentials, preferably a Master’s degree with specialisation in urban planning, transportation engineering or infrastructure planning. An undergraduate degree in planning, civil engineering, or economics would be beneficial.
  • Familiarity a basic degree of comfort with quantitative techniques. Certificate courses in specialisations relevant to the job role would be a bonus.
  • Candidates having relevant work experience in industry or research set-ups will be preferred
  • Strong track record of project assistance and timely delivery of outputs
  • Experience in dealing with public sector stakeholders

Key skills

  • Strong analytic skills including quantitative research methods and tools that are fit for purpose
  • Ability to bring in project management skills to the team’s functioning
  • Learning new tools to manage, process and drive insights from acquired data is key to this role
  • Insightful and concise writing in English
  • Proficiency in word-processing and presentation tools
