Purpose

CEEW seeks to hire a Programme Lead to expand its work on thermal power generation and transmission sector. Our programme of work on power sector is driven with the broader objective to support a sustainable – environmental, financial and social, transition of the power sector through evidence-based unbiased research and cutting-edge analytical approaches. The candidate should have an interest in the past and the future of the power sector. At the core is a transition away from conventional generation and the role focuses on driving the short-medium term policies on the role of conventional generation. While the role demands a narrow focus on specific sub-sectors that are more old-school, it also offers the opportunity to interface with researchers and contribute to other emerging research streams.

Job Duties and Accountabilities

Research

  • Drive insightful analysis pertaining to the power sector – primarily, conventional generation and transmission
  • Induct new tools and approaches in the analysis of the said sub-sectors
  • Actively engage public and private sector actors
  • Drive the tracking of important developments – policy and technical, in the sector and be able to inform other teams of the relevance of these, for their own work
    • Given the stresses on conventional generation assets and the demands for transitioning to renewable, one important role is to provide insights on economic and political role for these assets in the medium term
  • Work closely with renewable energy team in understanding emerging dynamics of RE procurement and contracting
  • Drive data gathering by any means necessary – brute force, intelligent web-scraping or primary sources. This is an important responsibility given the abundance of data but dearth of intelligent approaches to capture data and synthesise multiple sources
    • Extrapolate and verify data provided by other members of the team, and ideate on consolidating and reconciling data
  • Drive daily analytical requirements of the team in responding to short-turnaround requests or studies
  • Write high-quality first drafts of reports and analyses for internal and external circulation
    • Generate knowledge content – blogs, policy briefs at regular intervals
  • Present to key constituencies, advisory bodies, conferences & research institutes
  • Develop research networks locally, nationally and internationally in support of research programmes
  • Travel within India is likely to be periodic and presence in the field - meeting with stakeholders is an important part of the role

Selection Criteria

Education

  • Master’s degree with specialisation in electrical engineering, power systems, energy engineering, energy economics or other graduate courses along these lines. An undergraduate degree in engineering or energy engineering would be desirable
  • Familiarity and a high degree of comfort with quantitative techniques. Certificate courses in specialisations relevant to the job role would be a bonus

Business experience

  • At least six years of relevant work experience in the core power sector – power plants, transmission sector, regulatory role. Policy engagement and project management by way of consulting roles would be desirable
  • Familiarity with power sector regulation in India – of the past and emerging trends in regulatory approaches
  • Strong track record of project assistance and timely delivery of outputs.
  • Experience in dealing with public sector stakeholders

Main skills

  • Strong analytic skills including quantitative research methods and tools that are fit for purpose
  • Ability to bring in project management skills to the team’s functioning
  • Ability to conduct techno-economic analysis, cost & benefit analysis, sound knowledge of basic economic principles
  • Insightful and concise writing in English
  • Proficiency in word-processing and presentation tools
