Purpose

CEEW seeks to hire a suitable candidate for the position of Research Analyst to expand its ongoing research work on climate policies. The broader objective of this work is to further inform India's policies and programmes on climate change through evidence-based research on: national/international commitments; carbon emission mapping; mitigation impact assessment; tracking climate negotiations; establishing transparency through institutional reforms; and, assessing capacity building needs.

One of our ongoing project aims to investigate the extent of capacity-building gaps that exist within India to follow the existing and emerging requirements for executing climate actions. Selected candidate will actively work on this assignment along with other ongoing research activities.

The applicant must have demonstrable interest towards India’s climate change policies and actions; international negotiations (eg. The Paris agreement and its provisions); state action planning on mitigation actions, and emission accounting. The incumbent will be responsible for a full range of research and associated duties as highlighted below:

Job Duties and Accountabilities

Research

  • To conduct both traditional and online secondary research using various national/international information sources
  • Collecting information and preparing assessment frameworks on climate mitigation policies, capacity building requirements (needs), support provided through domestic and international assistance, etc.
  • Responsible for reviewing large amounts of data and analysing the information using a variety of software tools and methodologies
  • Understanding climate negotiations (especially Paris Agreement provisions) in the context of transparency arrangement, NDC enhancement, global stocktaking, capacity building, and support requirements through climate finance and technology transfer
  • Understanding State Action Plans (SAPCCs) and integrating climate policies and support requirement at the sub-national planning
  • Assisting research teams on the assessment of greenhouse gas emissions and mitigation impacts through domestic policies at the national and sub-national level
  • Work with research teams on specific research tasks, especially around Climate Change Programme
  • Writing briefs and issue notes which could be circulated among senior Government of India officials and other stakeholders
  • Travel to project sites, whenever necessary, to conduct meetings/interviews or collect primary information
  • To work with senior researchers on conceptualising new projects (as and when needed)
  • Provide research content for organisation’s web pages, blogs, policy briefs etc.

General responsibilities/Programme Assistance

  • Assist with project implementation, including help with preparing presentations, factsheets and other communication material
  • Prepare notes and briefs for various events (roundtable discussion, workshop, conference, etc.)
  • Assist administrative team for organization of relevant events (whenever needed)
  • Support efforts to use new media platforms for wide dissemination of CEEW’s work and, in turn, closer engagement with the wider community
  • Responsible for necessary documenting, analysing and presenting information from programme and project reports for decision making, learning and accountability
  • Contribute to reports and other research products
  • Participate in weekly team meetings and assist with preparing minutes
  • Accompany team members for meetings with other stakeholders; prepare minutes of the meetings and assist with relevant follow up

Selection Criteria

Education and experience

  • Superior academic credentials, preferably a Master’s degree with specialisation in climate policy, international relations, economics, public policy or related field
  • Applicants with Bachelor’s degree and equivalent experience are also encouraged to apply
  • Candidates having relevant work experience (1-3 years) in research/consulting set-ups will be preferred

Main skills

  • Self-starters with strong analytic skills including quantitative research skills (statistics), and, qualitative research methodologies to collate and analyse information in a meaningful manner
  • Must have strong skill sets on project management
  • Excellent written and oral communication skills; should be able to demonstrate good report writing skills
  • Must be an adept user of MS-office suit (word, excel, and power point presentations). Advanced excel skills are desirable
  • Ability to use statistical packages like Stata, R would be an advantage
  • High quality, peer reviewed research publications would be an advantage
