Household electrification in India is nearing saturation levels. More than 99.5% of all willing households in India have been connected to the grid-infrastructure. The impending challenge is to provide reliable and good quality power supply. The ACCESS 2018 survey by The Council points out that a significant share of households continue to face power outages and voltage fluctuations, and these factors have been found to be linked to customer dissatisfaction and poor appliance penetration. Ensuring adequate levels of service requires an objective assessment of where the gaps lie along with a better understanding of electricity consumption by households and changing demand patterns. This is particularly important, given that the residential electricity consumption in India is projected to increase multi-fold in the near future. In states like Uttar Pradesh, household share of end-consumption is almost 45% of total electricity sold.

This project aims to take forward The Council’s existing work on improving household electricity access and power sector reforms. The objective is to study the quality of electricity supply received in urban areas and analyse the electricity consumption patterns of select households with the help of smart energy meters installed at the dwelling level. The real time consumption and supply data will also be used to study daily and seasonal load profile and identify the periods of peak demand.

Our programme of work on power sector is driven with the broader objective to support a sustainable – environmental, financial and social, transition of the power sector through evidence-based research and cutting-edge analytical approaches.


CEEW seeks to hire a suitable candidate for the position of Research Analyst or Programme Associate (contingent on experience) to take forward its work on electricity supply monitoring, household electricity demand estimation and demand management strategies. The candidate should have an interest in the past and the future of the power sector.

He/she is expected to predominantly work on our ongoing project to study the quality of electricity supply and electricity consumption patterns of select households with the help of smart energy meters. The role also involves work related to execution of a large scale social survey and statistical analysis of this survey data to understand the gaps in electricity services and drivers of electricity use in Indian households. Besides, there will be endless opportunities to learn and contribute across a wide range of research activities at CEEW.

The incumbent will be responsible for full range of research and associated duties as highlighted below-

Job Duties and Accountabilities

  • To analyse data from smart meters to understand dynamics of electricity consumption –
    • This represents a significant share of the duties and is a large and growing dataset with many insights to be mined
    • Create interesting visualisations of the data and communicate these within and outside the team as needed
  • To assist in development and execution of surveys. This would involve questionnaire design, training of enumerators, and survey monitoring.
  • To analyse the survey data from the household surveys
  • To assist in on-going research on power sector reforms
  • Travel to project sites, whenever necessary, to conduct meetings/interviews/trainings or collect primary information.
  • Carry out relevant literature review and summarize findings as reports.
  • To write briefs and issue notes which could be circulated among senior Government of India officials and other stakeholders.
  • To work with senior researchers on conceptualising new projects (as and when needed).
  • Provide research content for organisation’s web pages, blogs, policy briefs etc.

General responsibilities/Programme Assistance

  • Assist with project implementation, including help with preparing presentations, factsheets and other communication material.
  • Prepare notes and briefs for various events (roundtable discussion, workshop, conference, etc.).
  • Accompany team members for meetings with other stakeholders and prepare minutes of the meetings and assist with relevant follow ups

Shortlisting Criteria

Education and experience

  • Superior academic credentials, preferably a Master’s degree with specialisation in electrical/power engineering, energy economics or other graduate courses along these lines. An undergraduate degree in engineering or energy focused coursework would be desirable.
  • Familiarity and a high degree of comfort with quantitative techniques. Certificate courses in specialisations relevant to the job role would be a bonus.
  • Candidates having relevant work experience in industry or research set-ups will be preferred
  • Strong track record of project assistance and timely delivery of outputs
  • Experience in dealing with public sector stakeholders

Key skills

  • Strong analytic skills including quantitative research methods and tools that are fit for purpose
  • Ability to bring in project management skills to the team’s functioning
  • Learning new tools to manage, process and drive insights from acquired data is key to this role
  • Insightful and concise writing in English
  • Proficiency in word-processing and presentation tools
