Purpose
CEEW’s Risks and Adaptation team seeks to hire a Consultant position in the Air Quality team to expand its capacity to to facilitate setting up and management of a distributed air quality sensor network in West Bengal and Jharkhand. We are looking for an enthusiastic and organised professional to join the air quality focus within the Risks and Adaptation Team. The consultant will be responsible for managing the air quality sensor network and supervising a team of field assistants to ensure timely execution of deployment and site reconnaissance activities. With this network, we aim to bridge air quality data gaps in the state of West Bengal and Jharkhand. The ideal candidate must have prior knowledge about air quality policies in India, sensor deployment, and knowledge of low-cost sensors. In addition to the duties and responsibilities outlined below, the Consultant should be prepared, as and when necessary, to take on additional responsibilities and respond to events and developments that cannot be anticipated easily.

Job duties and accountabilities

Project/programme assistance

  • To manage a distributed air quality sensor network. Management would include procurement of new sensors, maintaining a database of existing sensors, and identifying locations for new sensors. 
  • To manage a team of field assistants. 
  • To coordinate and supervise field deployment activities. 
  • To monitor sensor performance and ensure that the sensors are always online. 
  • To participate in relevant conferences, workshops, and training programmes for a comprehensive understanding of developments relevant to air quality issues. 
  • Assist with project implementation, including help with preparing presentations and training material. 
  • Support effective communication of research outputs through close coordination with the outreach team, engagement with a wider network of stakeholders, and concerned policymakers
  • Travel to field sites, whenever necessary, to conduct fieldwork, including focus group discussions, interviews, meetings, training, and gathering primary information.
  • Regularly track policy measures taken by the government and their implementation status that connects sustainable agriculture and air quality in India and globally.
     

Selection Criteria

Qualification

  • Bachelor’s/Master’s degree in engineering, environmental policy, and related streams.
  • Familiarity with air pollution science preferred

Work experience

  • 2-4 years of work experience with managerial responsibilities.
  • Project management and organisational skills 
  • Ability to work remotely but open to making field visits with field assistants, if required. Experience in dealing with diverse stakeholders (RWAs, civil society groups, government agencies, etc) preferred. 
  • Good written and oral communication skills. 
  • Ability to explain research objectives and provide the big picture to uninitiated audiences given sensors would often have be installed at residences. 
  • Ability to use MS Office application suite, especially MS Word and MS Excel. 
  • Ability to analyse data using tools like R and Python preferred.

Key skills

  • Must be proficient in Bangla, Hindi, and English.
  • Must have strong communication skills for effective, efficient, and adaptive verbal and written communication, and active listening.
  • Must have strong research skills – the capability to carry out systematic literature review, familiarity with research methods is a bonus.
