CEEW seeks to hire a suitable candidate as a consultant to lead the work on gender inclusion in Powering Livelihoods, a joint initiative between CEEW and Villgro. The $3-million initiative provides financial and capacity-building support to enterprises with clean energy-based livelihood technologies to undertake large-scale commercial deployments. By leveraging enterprise growth, the programme generates rigorous evidence about the impact, viability and scalability of these solutions to garner the support of investors, financiers and policymakers to realise the $50 billion market opportunity.

Powering Livelihoods has a strong focus to further gender-inclusion in the clean energy for livelihood sector. Through financial and technical assistance, it supports enterprises in adopting gender-inclusive business strategies. The gender inclusion strategies focus on three areas: enterprise, end-users, and value chain partners, with a particular focus on enhancing women end-users and the level of impact on women end-users.

CEEW leads the sectoral growth and evidence generation for the programme and the gender specialist would be expected to lead the gender component of this work with the gender team at CEEW and Villgro. S/he will be responsible for leading the (gender) research, sectoral engagement and evaluation at CEEW, and advising team members at Villgro to mainstream gender inclusion in enterprise capacity building. 

Activities under each aspect of the programme are elaborated below:

Enterprise Capacity Building Support [Lead Villgro, Support CEEW]

The enterprise capacity building support includes a technical assistance (TA) component focusing on gender-inclusion across the enterprise operations. These would include co-identification of gender-inclusion opportunities for the enterprise across the value-chain; co-developing a gender intentional business strategy to target more women customers; providing gender sensitisation training for senior management.

Enterprise Financial Support [Lead Villgro, Support CEEW]

The financial assistance pertaining to gender-inclusion focuses on (i) either scaling the existing activities if the enterprise is already focusing on gender inclusion in a significant way or have a significant proportion of women end-users; (ii) or supporting the implementation of gender-inclusive strategies and tactics, as identified under the TA component, across the enterprise value chain, with a particular focus on end-users; (iii) or both. 

Sectoral Growth Support  [Lead CEEW, Support Villgro]

The sectoral growth support aims to improve the awareness of the sector stakeholders --policymakers, financiers, investors, and market-enablers-- towards the approaches and benefits of gender-inclusion in the ‘clean energy for livelihood’ sector. We aim to (i) generate knowledge products with regard to the best practices to effectively integrate gender-inclusion among energy-livelihood businesses; (ii) gather evidence on the impact of various gender inclusion approaches implemented by the cohort enterprises; (iii) disseminate the knowledge and evidence among sector stakeholders to build and enhance the discourse on the topic and eventually sensitise stakeholders to the needs and benefits of gender-inclusive approaches. The knowledge products would include the following:

  • Gender-disaggregated evidence both at the enterprise and programme level with a focus on
  • Impact assessment of the specific gender-inclusive approaches adopted by the cohort enterprises
  • A high-level policy brief to collate gender-inclusion gaps in existing policies pertaining to energy and livelihood space (in particular microenterprises) and recommendations to plug these gaps based on the programme experience and learning
  • Handbook of state and central government schemes and policies that support gender inclusion across the value chain
  • A toolkit comprising lessons and best practices to effectively integrate gender-inclusive business strategies into small-medium scale energy and livelihood related enterprises

Job Duties and Accountabilities

Research and Programme Implementation

  • Drive the evaluation design and analysis pertaining to the impact of gender mainstreaming strategies adopted by the cohort enterprises in the programme
  • Mainstream a gender lens across the sectoral engagement activities such as submissions to the ministries, webinars, press releases, research reports, market research, committee and advisory group discussions
  • Support development of a gender-inclusive impact evaluation design for the Powering Livelihoods programme; guide addition of indicators and questions for the evaluation
  • On a need basis, respond to queries of cohort enterprises while implementing strategies recommended by the programme for gender inclusion
  • Lead engagement with partners for gender mainstreaming of business models
  • Lead the generation of knowledge products about the best practices to effectively integrate gender-inclusion among energy-livelihood businesses
  • Lead/support engagement with stakeholders and partners (policymakers, financiers, entrepreneurs and investors) on gender-inclusive sectoral growth

Shortlisting Criteria


  • Masters in Business, Economics, Development Studies or related fields.
  • Preferred - Specialisation related to gender or women’s studies
  • 5-6 years of experience with monitoring and evaluation, data, primary and secondary research on gender and/or livelihoods with a gender lens
  • Should have held a key role in a large programme, with a significant external-facing component
  • Preferable experience in gender-lens impact investing
  • Strong track record of leading research and dissemination of outputs


  • Ability to adapt and deliver under deadlines in a professional environment
  • Striving for rigour in research and quality in work output
  • Ability to effectively work in a team while being able to independently drive research
  • Ability and willingness to support and guide the work of others in the team
  • Ability to work in an interdisciplinary and multicultural environment
