About the programme/role

CEEW is working with the Kanpur Nagar Nigam (KNN) on reducing air pollution in Kanpur city.  Our engagement with KNN entails - 1) Developing and administering a robust Information, Education and Communication (IEC) programme for building capacity and awareness around managing air pollution, and 2) Providing strategic and technical inputs to KNN on potential measures to reduce air pollution. 

As the Engagement Lead, the selected candidate will be the focal point of contact for the KNN, and will have to ensure that activities planned with the KNN are implemented in a timely manner. Further, the candidate will also have to qualitatively and quantitatively evaluate and document how on-ground actions are resulting in improved air quality in Kanpur.

Key Responsibilities 

Outreach and networking

  • Leading CEEW’s Air Quality team’s outreach efforts with the Kanpur Nagar Nigam and other relevant departments at the municipal and state level.
  • Forging strong relationships with the city, district administration, relevant state departments, industrial associations and civil society stakeholders.
  • Building awareness around CEEW’s Air Quality and related work programmes in Kanpur and Uttar Pradesh
  • Organising public and closed-door stakeholder meetings and consultations to facilitate improved coordination between government and civil society stakeholders.

Building the narrative 

  • Connecting the dots between CEEW’s research and policy developments in the climate, air pollution and energy sectors.
  • Synthesising relevant insights from CEEW’s existing and on-going research to create concise summaries for internal and external communication
  • Developing policy notes/memos/presentations  in response to government requests
  • Presenting research in a coherent manner that can be understood by a wide range of audiences.

Implementation

  • Using information from recent scientific assessments, primary research and insights from stakeholder consultations to develop a time-bound implementation plan for air pollution mitigation in Kanpur
  • Providing technical and administrative support to KNN in identifying and implementing appropriate air pollution mitigation strategies  

Monitoring and Evaluation

  • Putting in place a monitoring method to track progress on the agreed actions.
  • Writing monthly progress reports that clearly communicate how on-ground actions in Kanpur are resulting in air quality improvements in the city

Selection Criteria

Education

  • Master's degree with specialisation in public policy, regulatory governance, urban planning, business administration, communications, journalism, public policy or related field
  • Should have prior experience in stakeholder engagement, particularly with government stakeholders
  • Candidates with prior experience of working on implementation of government programmes/schemes will be preferred

Work experience

  • 5-8 years of relevant work experience in the field of programme implementation and project management, preferably in the area of energy and environment policy.
  • Strong track record of project assistance and timely delivery of outputs
  • Experience in dealing with public and private institutions

Main skills

  • Coherent thinking with excellent report writing and presentation skills
  • Strong networking and interpersonal skills
  • Strong project management skills
  • Good understanding of public policy and governance of environmental and development issues
  • Ability to use MS Office application suite including MS Excel

Compensation
