Designation offered Programme Associate – Fossil fuel subsidies reform, Power Sector

Purpose

CEEW seeks to hire a Programme Associate for its Power Sector team. Our Power Sector programme is driven with the mission to support the clean energy transition in India by examining and promoting operational, financial, and environmental sustainability throughout the value chain of the electricity sector. To further the sustainability objective, one of our research programmes focusses on reducing the sector’s dependence on fossil fuels, albeit through a just transition for businesses, workers and communities whose livelihoods depend on fossil fuels.

This entails assessing the impact of fossil fuel subsidy reforms and the potential savings from reallocating the resources to low-carbon infrastructure or social protection through economic modelling and household surveys. A particular focus of this work is on assessing the efficacy of electricity subsidies in the country and devising tariff reforms to improve the financial health of the discoms. CEEW seeks to hire a suitable candidate with an ability to grasp various subject matter including energy subsidies, tariff reforms, and good hands-on experience in handling large data sets, to support its work on fossil fuel subsidies reform and just transition.  The candidate should have an interest in pursuing a career in power sector related policy issues.

Job Duties and Accountabilities

  • Responsible for reviewing large amounts of data on energy subsidies, taxation, electricity tariffs and analyzing the information using appropriate software tools and methodologies
  • Develop work plans and quantitative methods for various analyses in collaboration with the senior member(s) of the team
  • Conduct large scale primary surveys and data analysis
  • Conduct secondary research using various external information sources
  • Write high-quality - blogs, policy briefs in regular intervals, research reports and publish in leading peer reviewed journals
  • Assist in preparing presentations, fact sheets, and other research communication material
  • Assist and accompany senior team members for important meetings and sessions, prepare notes, and conduct follow-ups, as required
  • Assist in effective outreach of research outputs, through close coordination with the outreach team, engagement with a wider network of stakeholders, and concerned policymakers.
  • Present research to key constituencies, advisory bodies, conferences and research institutes
  • Assist with specific projects and overall plan of activities in CEEW’s power sector programme
  • Keep a tab on the policy developments in India and across key countries of the world on power sector

Education and experience

  • Master’s degree in quantitative economics, statistics, development economics, public policy, energy economics or related field
  • Applicants with Bachelor’s degree (engineering/economics/etc.) and equivalent experience are also encouraged to apply
  • Minimum experience of 3-4 years
  • Should have a strong research background, and experience in working with different types of datasets
  • Desirable: Relevant publications in peer reviewed journals/book chapters

Main Skills

  • Sound knowledge of basic economic principles
  • Proficiency in Excel and any statistical software (Python/R/Stata) is a must. Experience with visualisation tools like tableau and spatial analysis tools would be a bonus.
  • Strong networking and interpersonal skills
  • Excellent written and oral communication skills
  • Ability to identify technical and policy issues, interpret data, develop quantitative methods, and identify/ develop creative solutions
  • Proficiency in Hindi and English is a must; proficiency in multiple languages is preferred.
  • Experience in dealing with different stakeholders, including central and state government officials, discom officials, and researchers is essential.
