Purpose

The CEEW’s sustainable water programme informs policy-making for the sustainable development of water resources and their effective management through research in the areas of: mainstreaming circular economy in used water management through planning for treated water reuse and water bodies rejuvenation; enabling water security under changing climate through developing pathways for resilient water systems and assessing policy coherence for inclusive water and allied resources governance; and water accounting based planning.

For its Sustainable Water programme, CEEW seeks to hire a Programme Associate/Programme Lead having a good professional experience working with hydrological sciences. An ideal candidate should understand the flow of green and blue water between the environment and the economy and within the economy, and their linkage with the landscape including forest and agricultural areas. The candidate should possess strong hydrological modelling and data analysis skills, and be proficient in using statistical tools and research writing. Further, the candidate is expected to support the organisation in presenting the results from the hydrological assessments to the national and international government and non-government stakeholders.

Job Duties and Accountabilities

  • Undertake hydrological assessment especially focusing on modelling the green and blue water flows between environment and the economy and within the economy.
  • Assess the linkages between landscape and water, especially forest and green and blue water.
  • Assess the contribution of green and blue water to economy, mainly analysing their use for agriculture, industries, domestic uses and environment.
  • Undertake qualitative and quantitative research that includes systematic review for evidence research and meta-analysis, prepare questionnaires for key informant interviews and data collection, analyse data using quantitative and qualitative tools and methods, conduct stakeholders’ consultations, and draft research reports.
  • Travel to field sites (whenever required), and conduct/facilitate fieldwork including focus group discussions, interviews, meetings, and trainings for obtaining primary information.
  • Regularly track policy measures taken by the government and their implementation status in water, forest, and agriculture sectors in India.
  • Publish in leading peer-reviewed journals and generate other knowledge products for different audiences such as blogs, policy briefs, op-eds, etc., at regular intervals.
  • Establish and manage relationships between CEEW and project/programme counterparts.

Project Assistance

  • Assist senior researchers in the team in conceptualising new projects, developing high-impact research proposals, and fund raising.
  • Contribute to development of cross-team research proposals and undertake such research studies.
  • Assist with project and programme implementation, including preparing presentations, factsheets and other communication materials.
  • Assist effective outreach of research outputs through coordination with the outreach team, and engagement with a broader network of stakeholders, and concerned policymakers.
  • Participate in relevant conferences, workshops, and training programmes for a comprehensive understanding of developments relevant to water science and hydrology.
  • Assist senior team members in important meetings and sessions, such as prepare notes, and conduct follow ups, as required.
  • Participate in weekly team meetings and assist with preparing minutes and chairing the weekly meetings.
  • Any other assistance that may be required.

Selection Criteria

Qualification and work experience:

  • PhD or Master's degree in Hydrology, Hydrological Modelling, or Agriculture Water Management or any other related water science field.
  • Minimum of seven years of working experience, preference would be given to those with experience in modelling green and blue water flows.
  • At least two relevant publications in peer-reviewed journals or as book chapters.

Key Skills

  • Proficiency in using hydrological and water accounting models such as SWAT, WA+, etc.
  • Familiarity with, and ability to process and analyse, the new data sets that are emerging such as NASA’s data on total water storage, and merged data sets on soil moisture.
  • Data analytical skills to triangulate and combine hydrological information with socioeconomic data such as population, GDP, etc.
  • Working knowledge of remote sensing and GIS software.
  • Strong statistical and quantitative analysis using MS Office application suite, STATA, R Studio, Python, etc.
  • Strong conceptualisation and research writing skills.
  • Excellent presentation skills allowing for effective, efficient, and adaptive verbal and written communication.
  • Experience in engagement with government officials at the state level, civil society organisations, national and international researchers, and communities at the grassroots.
