Reporting to: Fellow / Senior Programme Lead

Location: New Delhi, India (Frequent travel for on-ground engagements)

Purpose

CEEW seeks to hire a suitable candidate for the position of Programme Lead in the Renewable Energy team to build and expand its Just Transition Programme.

The Renewable Energy team is one of the seven focus areas at the CEEW. Our work supports India’s - and the world’s - clean energy transition. It does so through timely, research-based interventions based on extensive policy, regulatory, and market analyses. The team also assesses, through surveys, India’s renewable energy jobs potential and skills requirement, the risks facing renewable energy investments, and designing strategic market mechanisms to address the identified risks. We are building a new programme on Just Transition to support accelerated thermal decommissioning and associated workforce in coal rich regions of India. The programme focuses on building evidence on new employment and revenue opportunities for coal rich states. Extensive field work and engagement with state government is expected towards creating a political narrative towards Just Transition. We seek to hire a Programme Lead to conceptualise, strategise, design, lead, and expand The Council’s existing work in this field and develop it into a full-fledged programme. 

Job Duties and Accountabilities

Programme Assistance

  • Take end to end ownership of the Just Transition programme
  • Develop overall programme strategy and implement it effectively
  • Establishing, managing and promoting relationship with existing and potential partners
  • Assist in applications for research and general donor funding
  • Build and lead a strong research and execution team of highly motivated individuals.
  • Lead the strategic outreach of the programme

Research

  • Track the day-to-day regulatory and policy changes in the Indian states especially on renewable energy (RE) ambitions, conventional power and mining expansion, as applicable.
  • Follow the ground level developments in fossil rich Indian states on employment, labour dialogues and political narrative.
  • Design quantitative and qualitative research frameworks to engage with the local community and government representatives to better understand their aspirations and issues, and develop innovative solutions to address the same.
  • Travel to states, whenever necessary, to conduct meetings/interviews/trainings or collect primary information.
  • To write briefs and issue notes which could be circulated among the state and central government officials and other stakeholders.
  • Review large amounts of data using a variety of software tools and methodologies
  • Lead in writing research reports/papers.
  • To work with senior researchers on conceptualising new projects (as and when needed).

Shortlisting Criteria

Education and key skills

  • Strong academic credentials, preferably a PhD or Master’s degree with specialisation in Social Science, Political Economy, Behavioural Science, Public Policy or related field
  • Sound understanding of India’s energy sector and policy and regulatory environment
  • Experience with community engagement, behavioural and perception assessments would be an advantage
  • Strong analytical abilities and familiarity with research methods in the applicable fields
  • Effective oral and written communication skills in English and Hindi
  • Proficiency in word-processing, presentation and data analysis tools

Business Experience

  • At least six years of relevant work experience in the field of research, policy engagement and project management, preferably in the area of energy policy, labour laws, behavioural studies and industrial transition programmes.
  • Prior experience in writing policy briefs, primers and government memos
  • Strong track record of project management and timely delivery of outputs
  • Experience in dealing with public and private institutions within and outside India

Personality

  • Ability and willingness to work in a dynamic and fluid environment
  • Ability to work on own initiative and communicate effectively as a team member
  • Ability to effectively work on multiple research projects at the same time
  • Willingness to show initiative and lead in order to handle unforeseen challenges
  • Ability to design new intervention and execute effectively
