CEEW seeks to hire a suitable candidate for the position of Programme Lead to expand its work on supply monitoring, household electricity demand estimation and management strategies. Our programme of work on power sector is driven with the broader objective to support a sustainable – environmental, financial and social, transition of the power sector through evidence based unbiased research and cutting-edge analytical approaches. The candidate should have an interest in the past and the future of the power sector. This role is focused on assessing supply quality and energy consumption by households and addressing the bigger challenge of demand estimation for the power sector. The programme lead will devise strategies to roll-out alternative monitoring approaches in order to be able to get near-real time data, while also investigating the role for conventional methods such as surveys in assessing drivers of demand.

Job Duties and Accountabilities

Research and Programme Implementation

  • To drive insightful analysis pertaining to the power sector – electricity supply quality, consumption and drivers of demand
  • To be able to induct new tools and approaches in the analysis of demand and consumption
  • To drive primary data acquisition. This is an important responsibility given the programme objective and lack of public data sources on electricity demand in the household sector
    • To implement a small network of monitoring devices and data acquisition tools
    • Working with vendors in installation and technology providers in implementation and maintenance of data acquisition systems
    • To work with field partners and survey agencies in reaching out to households
  • To work closely with the energy access team in understanding emerging dynamics of energy demand in newly connected households.
  • Drive daily analytical requirements of the team in responding to short-turnaround requests or studies.
  • To be able to write high-quality first drafts of reports and analyses for internal and external circulation.
    • To generate knowledge content – blogs, policy briefs at regular intervals. 
  • To present research to key constituencies, advisory bodies, conferences & research institutes.
  • To develop research networks locally, nationally and internationally in support of research programmes
  • Travel within India is likely to be periodic and presence in the field - meeting with stakeholders is an important part of the role.

Shortlisting Criteria


  • Master’s degree with specialisation in energy engineering, energy economics or environment management or other graduate courses along these lines. An undergraduate degree in engineering or energy focused coursework would be desirable
  • Familiarity and a high degree of comfort with quantitative techniques. Certificate courses in specialisations relevant to the job role would be a bonus.

Business experience

  • At least three years of relevant work experience in areas pertaining to energy access, and productive use of energy and field roles in interacting with households and communities
  • Experience in driving primary surveys and collecting data on energy use
  • Strong track record of project assistance and timely delivery of outputs
  • Experience in dealing with public sector stakeholders

Main skills

  • Strong analytic skills including quantitative research methods and tools that are fit for purpose
  • Ability to bring in project management skills to the team’s functioning
  • Ability to conduct techno-economic analysis, cost & benefit analysis, sound knowledge of basic economic principles
    • Learning new tools to manage, process and drive insights from acquired data is key to this role
  • Insightful and concise writing in English
  • Proficiency in word-processing and presentation tools
