CEEW seeks to hire an experienced professional with hands-on experience and deep sectoral understanding, to build and expand its work on power sector reforms. Our power sector programme is driven with the mission to support the clean energy transition in India by examining and promoting operational, financial, and environmental sustainability throughout the value chain of the electricity sector. We provide knowledge support to the discoms in India, with a particular focus on discoms in Uttar Pradesh.

We are looking for an enthusiastic and detail-oriented individual who would be excited to work on a diverse range of subjects concerning power sector reforms in India, with a specific focus on state-level engagement and taking our research to action.

An ideal candidate should have a strong understanding about the issues afflicting the distribution, transmission and generation segments in India, along with on-ground experience of implementing strategies and solutions to improve operational efficiency across the value chain of power sector. The candidate would be expected to lead and support the research as well policy engagement with stakeholders in the sector.

Job Duties and Accountabilities

Research, Evidence and Engagement

  • Develop and lead research and engagement activities to devise, propose and implement solutions that improve financial health and operational efficiency of power distribution companies.
  • Lead/support the generation of knowledge products about the best practices and innovative solutions to address the legacy issues concerning power procurement practices, tariff design, regulatory assets, data management and reporting mechanisms.
  • Closely track the policy and regulatory developments in the sector; proactively lead and build the team’s capacity on reviewing and commenting on discom-, state- and national-level regulatory developments
  • Build strong networks of trust and relationship with key stakeholders in the sector, including discom officials, regulators, generators, financiers, policymakers and civil society organisations, and communicate to convince for the power sector transition.
  • Generate and disseminate knowledge and findings from studies and implementations by way of presentations, memos, short reports, opinion pieces, videos, etc., with the help of CEEW’s outreach team.

Management and Leadership

  • Take ownership of the programme. Project management, including management of resources, budgets, timelines and deliverables. Strive for impact, and ensure CEEW maintains its thought leadership on the subject.
  • Recruit a team that is suited to deliver on policy analysis as well in working on implementation issues in the sector. Lead the team. Hone the team members to the best of their abilities. Ensure team’s alignment with the programme and institutional objectives and mandates. Guide and help team members in building their careers.

Education and Experience

  • Master’s degree with an undergraduate degree in engineering (preferably electrical/ power/ electronics engineering)
  • At least seven years of experience, with a minimum of 5 years in the power sector (with distribution company/ generation/ transmission/ regulatory/ consultancy, etc.)
  • Experience in and understanding of the regulatory ecosystem, government policies and programmes targeted at power sector reforms, including but not limited to improving discoms’ financial health, tariff and subsidy reforms, wholesale and retail power markets
  • Strong track record of team and project management including timely delivery of outputs.
  • Experience in executing large programmes with significant stakeholder management and regulatory engagement

Key skills

  • A practical understanding of the sectoral issues – body of research and policy positions
  • Strong analytic skills and proficiency in conceptualisation, design and implementation of research interventions in power sector
  • Ability to build and sustain a young team
  • Strong networking and interpersonal skills; ability to engage with senior officials and business leaders in the energy sector – at state as well as national level
  • Excellent written and oral communication skills.
  • Proficiency in Hindi and English is a must.
