Programme Description

India is at the cusp of a revolution to transform the way people move – a transition from ICE based vehicles to EVs. As much as this is an important transition, this transition does not address the myriad challenges that remain within the passenger and freight mobility space. The role for low carbon modes must increase but there is no concerted policy to allow for this. Aspirational goals for private vehicle ownership, use and growing air-travel demand imply that carbon intensive modes are unlikely to be curtailed merely by the provision of green modes! Mobility and transport choices have implications for resource use, air pollution and human-productivity.

The mobility programme aims to take The Council’s existing work on technical and economic evaluations of mobility choices into broader narrative that the transport debate encompasses. These are for land-use planning in urban and industrial areas, the nudge and investment required by states and national regulatory regimes which shapes mode choices in both freight and passenger mobility.


CEEW seeks to hire a suitable candidate for the position of Programme Lead to enhance the works on long route freight and intercity passenger movements in different modes (road, rail, water and air). The team intends to engage deeply for developing rich insights on modal shifts towards low carbon transport modes and decarbonization through technology, emission and fuel economy standards and reducing empty miles.

S/he is expected to actively shape the research direction of the long-route mobility programme. In equal measure, the impact of research and especially in this domain is a result of sustained engagement with authorities, key operators and businesses, at state and national levels.

Additionally, the candidate will be expected to support and mentor team to drive insight and impact from the programme at the state and national level. The candidate should be able to identify capacity gaps in key agencies, regulatory gaps, present research findings and develop policy recommendations in public engagements  and develop implementation programs to drive impact.

Job Duties and Responsibilities


  • To gauge mobility trends at a macro (country, state level) and characterise past and on-going developments 
  • To analyse existing policies and technologies to propose solutions that are technically and commercially sound for on ground implementation.
  • To assist in development and execution of primary surveys. This would involve questionnaire design, training of enumerators, and survey monitoring
  • To assist in on-going research pertaining to fleet electrification/ other technology transition, long route transit and freight planning and national/state level engagements.
  • Carry out relevant literature review and summarize findings as reports.
  • To write briefs and issue notes which could be circulated among senior Government of India officials and other stakeholders.
  • To publish in high quality peer reviewed national and international journals.
  • To work with senior researchers on conceptualising new projects (as and when needed).
  • Provide research content for organisation’s web pages, blogs, policy briefs etc.

Programme Assistance

  • Expand and maintain active network with city/state governments, research institutions, academia and other stakeholders in mobility.
  • Assist with specific projects and overall plan of activities under public transport, electric vehicle transition, and other sustainable mobility research, bridging teams research.
  • Assist with project implementation, including help with preparing presentations, factsheets and other communication material.
  • Present in various forums, submit notes and briefs to policy makers (and provide insightful inputs in roundtable discussion, workshop, conference, etc.).
  • Assist in effective outreach of research outputs, through close coordination with communications team, engagement with wider network of stakeholders, and concerned policymakers.
  • As part of research outreach, strategize, plan events and their management through close coordination with events management team.
  • Assist and accompany senior team members for important meetings and sessions, prepare notes, and conduct follow-ups as required.
  • To verify evaluate, organise and edit the data and reports provided by research analysts, into quality reports.
  • To keep a tab on the policy developments on energy sector, transport sector, and sustainable mobility in India and across key countries of the world; review, critique and recommend modifications.
  • To write research reports/papers and to generate knowledge content – blogs, policy briefs in regular intervals.
  • To engage with relevant stakeholders, represent organisation and attend conferences and sessions, relevant to sustainable mobility.

Selection Criteria


  • Superior research credentials, Master’s degree with specialisation in transport planning, transportation engineering, infrastructure planning or economics.
  • Training in quantitative analysis techniques, econometric modelling is desirable
  • Courses in large project planning and implementation. 

Business Experience

  • Must 8-10 years of experience in relevant freight and long-route mobility field
  • Should have a strong research background in sustainable mobility concepts, analytical research methodologies in transport
  • Strong track record of project planning and timely delivery of outputs
  • Robust liaison skills and experience in dealing with public sector stakeholders
  • Critical thinking skills, developing arguments for clear expression and persuasive writing skills, thought papers, are must.
  • Developing business and financial models for innovative technology and service offerings

Main Skills

  • Strong project development, planning and management skills and track record of timely delivery of outputs
  • Experience with public transport, urban freight, long route freight, intermodality, related projects and research. 
  • Experience with quantitative and qualitative research techniques
  • Strong networking skills
  • Ability to conduct techno-economic analysis and sound knowledge of sustainable mobility concepts
  • Excellent written and oral communication skills; Good report writing skills
  • Ability to use MS Office application suit including MS Excel
  • Relevant publications, project planning skills are desirable
