Purpose
CEEW seeks to hire a Programme Lead/Senior Programme Lead to drive its work in the area of climate risks assessments and develop a cutting-edge climate risks atlas for India first and then potentially other countries in the Global South. The Programme Lead would conduct quantitative and qualitative research, including data analysis, statistics, survey design, stakeholder interviews and engagement, modelling and would support the advancement of the research and policy engagement for risks and adaptation. The Programme Lead will be responsible for:
- (i) developing and managing CEEW’s programme on climate risks
- (ii) motivating, guiding and mentoring the climate risks team of researchers
- (iii) spearheading State and District-level engagement across targeted States
- (Iv) managing the relationship and being a trusted advisor to key donors for the programme
Job duties and accountabilities
Primary responsibilities
Research
- Conceptualize new research ideas that are aligned with programme objectives.
- Develop climatological models using big data analytical tools.
- Drive CEEW’s research on sectoral risk assessments.
- Develop a series of publications including policy briefs, reports as well as publish in high quality peer reviewed national and international journals.
- Extrapolate and verify data provided by Research Analysts/Programme Associates, evaluate, organise and refine the data into comprehensive standard report forms.
- Review surveys and questionnaires and to collect, collate and analyse responses using different data analysis software and tools.
- Keep a track on the latest policy developments in India and across the world for the latest insights in this space.
- Travel to various State and District sites, when required, to conduct primary and secondary research for the atlas.
Research Management
- Take ownership of specific projects under the umbrella programme, and ensure that activities and deliverables are being delivered as per the defined programme strategy.
- Proactively manage project deliverables, resources to international quality standards, within time and budget constraints.
- Be responsible for the financial reporting and budgeting for specific projects.
- Support effective communication of research outputs, through close coordination with outreach team, engagement with wider network of stakeholders, and concerned policymakers.
- Support members of the Leadership Group and the CEO, for important meetings and sessions, prepare notes, and conduct follow-ups, as required.
- Motivate, guide and mentor junior team members to help them deliver at their best.
Engagement
- Present research to key constituencies at a Central, State and District level, advisory bodies, conferences & research institutes.
- Be an “ambassador” for the organisation in relevant conferences, workshops, training programmes; Be seen as a thought-leader in the area of climate risks.
- Develop research networks locally, nationally and internationally in support of research programmes.
- Develop strong relationships with donors and strategic partners.
Fundraising
- Budget for programmatic fund requirement
- Raise funds as needed for sustenance of the programme
- Develop strong relationships with donors.
Selection Criteria
Qualification
- Master’s or PhD degree with specialisation in engineering, economics, public policy or related field.
- Should have a strong research background, including an understanding of experimental and analytical research.
- Familiarity and a high degree of comfort with quantitative skills and analyses.
Work experience
- At least ten ears of relevant work experience in the field of research, policy engagement and project management, preferably in the area of climate policy for Programme Lead position. Candidates with significant experience may be considered for a Senior Programme Lead position.
- Strong track record of project assistance and timely delivery of outputs.
- Experience in dealing with public and private institutions.
- Building relationships with collaborators and government stakeholders.
- Track record of successful programme and people leadership.
Key skills
- Deep understanding of the climate risks space in India.
- Significant field experience of working with relevant stakeholders.
- Strong analytic skills including quantitative research skills (use of R, Stata, SPSS, Python, GIS or such software)
- Excellent written and verbal communication skills.
- Strong interest and ability to lead teams, to motivate and guide younger researcher, and to provide them with a ground for accelerated learning and high-performance.

Compensation
Competitive compensation – commensurate to the experience and matching the best of standards adopted by industry or other similar organisations for similar roles.
