Jaya Shukla

Research Analyst

Jaya Shukla has joined The Council as a Research Analyst in the Sustainable Water team. She brings over four years of experience across research, policy, and grassroots engagement in the areas of water governance, climate resilience, and sustainable energy.

Jaya has worked with leading institutions including the Indian Institute of Technology Guwahati, the International Water Management Institute (IWMI), IRAP, and the University of North Carolina. Her field experience spans Assam, Maharashtra, Chhattisgarh, and Jharkhand, where she has worked closely with local communities to understand challenges in inland water navigation, rural drinking water systems, and solar irrigation transitions. She has assessed the technical feasibility of rural water supply schemes in tribal and climate-vulnerable regions, contributed to training manuals on water conservation, and supported the development of policy tools to promote solar energy adoption in agriculture. She has also contributed to knowledge platforms such as the Solar Knowledge Portal at India Water Portal.

Jaya holds an MSc in Water Policy and Governance from the Tata Institute of Social Sciences (TISS), Mumbai, and a BSc in Agricultural Sciences from GB Pant University. Her Master’s research, grounded in fieldwork and institutional analysis, provided a comparative analysis of solar irrigation policies in Chhattisgarh and Jharkhand.
