Noel Therattil

Special Assistant to the Director of Programmes

Noel has joined The Council as the Special Assistant to the Director of Programmes. His work focuses on assisting the office of the Director of Programmes in ensuring strategic discipline across all programme teams so that they stay the course of their annual and multi-year strategies.

Prior to joining The Council, Noel worked as a young professional at the Competition Commission of India. At the Commission, he worked on landmark anti-trust cases and conducted regulatory analysis of draft legislation. He also assisted the commission with the draft Digital Competition Bill, 2024. Before working at the commission, he was a Legislative Assistant to Member of Parliament (LAMP) Fellow, conducting research on various topics and leading stakeholder discussions. He drafted five legislative bills and authored policy briefs, op-eds, and a book chapter.

Noel holds a bachelor's degree in Law from Guru Gobind Singh Indraprastha University, a Master’s degree in Space and Telecommunications from NALSAR (DDE), and a dual Master’s degree in Management Science and Global Affairs from Schwarzman College, Tsinghua University. He is the author of the book To Infinity and Beyond and a 2024 NAST Takshashila Fellow. Besides his work at the council,, Noel manages a newsletter on South Asian affairs called the Himalyan Dak, and writes short stories.
