Anup Kumar Srivastava

Consultant

Anup has joined The Council as a Senior Consultant within the Climate Resilience Team. His focus areas include developing Heat Wave Action Plans, conducting research on heat risk mapping and vulnerability assessments, and advancing disaster management and climate resilience strategies.

Prior to joining The Council, Anup worked as a Senior Consultant at the National Disaster Management Authority (NDMA), where he contributed to the formulation of key policies and guidelines for disaster management. His work included the development of National Guidelines on Heat Waves, Thunderstorms and Lightning, Cold Wave Guidelines, the National Manual for Drought Management, and the Protocol for Thunderstorm and Lightning Early Warning to enhance last-mile connectivity. Anup also contributed to national initiatives such as the National Drought Management Plan, the National Agriculture Disaster Management Plan, the National Plan for Land Degradation and Neutrality (LDN Target), and the National Lightning Risk Mitigation Programme.

Anup has been instrumental in drafting significant pieces of legislation, including the National Rural Employment Guarantee Act (NREGA) 2005, the Right to Information Act 2005, the Juvenile Justice Act 2005, the Unorganized Labour Social Security Act 2008, and the Food Security Act 2013. Additionally, he has led the planning and implementation of 25 Watershed Management projects in Udaipur and has provided pro-bono policy, budget analysis, and financial management services related to natural resource management, agriculture, and allied services. His grassroots work has promoted climate change adaptation and environmental protection through initiatives like crop diversification, horticulture, and the cultivation of fodder and medicinal plants.

Anup holds a Master’s degree in Agricultural Economics, an LLB, and a Ph.D. focused on kharif crops and drought management. Outside of work, he is an avid sports enthusiast and has represented his university in badminton, participated in the 5th National Rapid Chess Championship, and played for the district cricket team. He has also earned an NCC ‘C’ certificate and has been involved in various social initiatives, including NSS, Scouts and Guides, NYK, and NYP. Anup enjoys exploring new cities, riding bikes, writing poetry, and unwinding by watching laughter channels.
