Rudra Sen

Research Analyst

Rudra has joined The Council as a Research Analyst with the International Cooperation team. His work focuses on energy and resource security, as well as cross-cutting governance themes of international cooperation.

Prior to joining The Council, Rudra earned a MA (Honours) in International Relations with a first-class from the University of St Andrews. His studies encompassed key areas of International Relations, including international political economy, global governance, and comparative regionalism. His undergraduate dissertation, titled “The Climate Change Gridlock: Analysing the Role of the Principle of Common but Differentiated Responsibilities in the Climate Change Regime,” delved into critical challenges in global environmental governance, particularly revolving around the dichotomy between legitimacy and effectiveness.

Rudra went on to pursue an MSc in International Social and Public Policy at the London School of Economics and Political Science (LSE). In this program, he focused on various aspects of climate governance and policies, including the social dimensions of climate change and transnational environmental law. His master’s dissertation sought to contribute to the discourse on rural climate justice by examining policies in climate mitigation and the shifting burden of responsibility onto those who have contributed least to the crisis. The dissertation highlighted how this dynamic can undermine the resilience of vulnerable and marginalised communities to the adverse impacts of climate change, further exacerbating inequalities.

Outside of work, Rudra is an avid cricket enthusiast who not only enjoys playing the game as a wicket- keeper batsman but also follows it with great passion. He is a loyal supporter of Manchester United and the Delhi Capitals. In his downtime, Rudra finds joy in embracing culinary challenges inspired by MasterChef’s mystery box competitions. Rudra begins and ends his day with quality time spent with playing with his beloved dog, Simba who never ceases to amaze and bring happiness to his daily routine.
