
Saiba Gupta
Programme Lead
Saiba is a Programme Lead with the Sustainable Water Programme at the Council on Energy, Environment and Water (CEEW). An urban planner and architect by training, she specialises in urban development policy. At CEEW, Saiba focuses on integrating circular economy principles in urban water management to enhance the climate resilience of Indian cities. She leads CEEW’s efforts in developing city-level reuse plans for treated used water. She is a member of the Scaling Water Reuse Initiative, a global effort led by the Global Water Intelligence and the World Bank, where she is contributing to the working groups on financing and policy. She represented the Ministry of Jal Shakti in the Indian delegation for the 2nd G20 Environment and Climate Sustainability Working Group during India's Presidency. She has also served as an expert reviewer for the IPCC Special Report on Climate Change and Cities and is a member of the Advisory Group for the Urban River Management Plan for Delhi.
Before joining CEEW, Saiba worked at the National Institute of Urban Affairs (NIUA), where she contributed to urban policy design and capacity-building initiatives. Notably, she helped draft the Master Plan for Delhi 2041 in collaboration with the Delhi Development Authority. She also supported the Sustainable Cities Integrated Approach Pilot in India, implemented by UNIDO and UN-Habitat.
Saiba holds a Master’s in Urban Planning and Policy Design from Politecnico di Milano, Italy, and a Bachelor’s in Architecture from the Sushant School of Art and Architecture, Gurgaon. She also holds a Postgraduate Diploma in Urban Environmental Management and Law, jointly offered by WWF India and the National Law University, Delhi.
