Saiba Gupta

Programme Lead

Saiba is a Programme Lead with the Sustainable Water Programme at the Council on Energy, Environment and Water (CEEW). An urban planner and architect by training, she specialises in urban development policy. At CEEW, Saiba focuses on integrating circular economy principles in urban water management to enhance the climate resilience of Indian cities. She leads CEEW’s efforts in developing city-level reuse plans for treated used water.

Before joining CEEW, Saiba worked at the National Institute of Urban Affairs (NIUA), where she contributed to urban policy design and capacity-building initiatives. Notably, she was involved in drafting the Master Plan for Delhi 2041 in collaboration with the Delhi Development Authority. She has also been associated with the Sustainable Cities Integrated Approach Pilot in India, implemented by UNIDO and UN-Habitat.

Saiba holds a Master’s in Urban Planning and Policy Design from Politecnico di Milano, Italy, and a Bachelor’s in Architecture from the Sushant School of Art and Architecture, Gurgaon. Additionally, she has completed a Postgraduate Diploma in Urban Environmental Management and Law, jointly offered by WWF India and the National Law University, Delhi.
