Role of Border Carbon Adjustments in Raising Climate Ambition

The world is on track for at least 3.3°C of warming above pre-industrial levels, in contrast to the Paris Agreement target of restricting warming to well below 2°C. The need of the hour is to build trust and transparency to ensure that ambitions are being translated into action. This will not be possible without innovative fiscal and market instruments. The European Green Deal has strengthened the level of climate ambition, increasing the asymmetry of climate efforts by aiming to achieve climate neutrality in the European Union by 2050. This raises the question of how to deal with competitive pressure and carbon leakage, pushing BCAs to the front as a possible solution.

Meanwhile, emerging economies like India are leapfrogging towards an energy transition by building renewable energy capacity, investing in sustainable mobility, sustainable cooling, industrial energy efficiency and fuel choices, and sustainable agriculture. We need to ensure that these efforts are also accounted for and restrictive trade practices are avoided. The discussion will explore ways to accommodate concerns and initiatives among major trading partners in the global architectures of trade and climate change.

Improving Discom Billing and Collection Efficiency Post the Pandemic

The fifth edition of CEEW Energy Access Dialogues will focus on deliberating on the challenges of billing and revenue collection that have plagued the discoms for years. These issues have aggravated during the COVID-19 lockdown as discoms across the country had to terminate their meter-reading, physical delivery of bills, and offline payment collection. Addressing these challenges is fundamental to the financial health of discoms and the pursuit of a clean energy future.

During the session, we will discuss preliminary findings from a recent telephonic survey with ~300 urban and rural consumers in the Madhyanchal Vidyut Vitaran Nigam Ltd. (MVVNL) distribution region in Uttar Pradesh. The survey sheds light on billing practices and payment modes, besides highlighting the gaps in billing and collection before and during the lockdown. The discussion with discom officials will focus on identifying best practices to overcome the current challenges and improve billing and collection efficiency on a sustained basis.

Energy Access Dialogues is a quarterly forum where researchers and practitioners discuss their ongoing work in energy access, deliberate on its implications, explore possibilities for collaborative work, and review immediate priorities in the energy access space.

The ensuing discussion will focus on building a more resilient and competitive MSME sector to help them withstand systemic shocks.

About Jobs, Growth and Sustainability: The report, by CEEW and the National Institute of Public Finance and Policy (NIPFP), reflects deeply on the need for structural reforms to build an Aatma Nirbhar Bharat. The recommendations address a range of concerns such as the crisis of informal and migrant labour, building a stronger and more sustainable MSME sector, reducing environmental and public health risks, enhancing food, water and resource security, sustaining clean air in our cities, allocating subsidies equitably, strengthening the power sector while boosting the energy transition, encouraging shifts towards cleaner fossil fuels, deepening markets for renewables and distributed energy, and building the hard and soft infrastructure to handle disasters.

Financing Asia's Energy Transition: Investment Trends in the Wake of the Pandemic

How Robust are Urban India’s Clean Air Plans?

While COVID-19 has impacted health and livelihoods in India, the visible reduction in air pollution levels has given citizens across the country a glimpse of a clean, sustainable future. As 102 non-attainment cities under the National Clean Air Programme (NCAP) have already drafted plans for tackling air pollution in the coming years, it is crucial to assess whether these plans are robust enough to have considerable impacts. It is also equally important to discuss the preparedness of all agencies and departments responsible for executing the plans. Citizens, as well, have a critical role to play in helping cities achieve clean air targets.

This webinar will foster discussion on how different stakeholders – pollution control boards, municipal corporations, civil society representatives, citizens and the state and central governments can work together to ensure execution of the plans and make blue skies permanent. The webinar will also mark the launch of our report – ‘How Robust are Urban India’s Clean Air Plans? An Assessment of 102 Cities’.

Rethinking inclusion in the times of COVID-19

The pandemic has disproportionately, and more detrimentally, affected members of most vulnerable social groups—including people living in poverty, elderly, persons with disabilities, youth, women, queer, transgender, and indigenous peoples. A report by the United Nations on the impacts of COVID-19 on women notes that the compounded economic impacts are felt especially by women and girls who are generally earning less, saving less, and holding insecure jobs or living close to poverty. Similarly, the plight of migrant workers in India has also come to the forefront during this outbreak.

The COVID-19 response and recovery process provides us with a chance to work on existing inequities to ensure that everyone in the society receives fair opportunities as we prepare to enter a post-pandemic society of hope. If not properly addressed at this stage, it may increase inequality, exclusion, discrimination, and global unemployment in the medium and long term, making us vulnerable as a society for future threats. Businesses and organisations have the opportunity to become agents of change by working actively on inclusion along caste, class, and gender lines.

Through this webinar, we would like to start a discussion around how the recovery plans of businesses could address inequities more strongly than earlier, in their own operations as well as in their value chain. We learn from examples of how it has been done in the past and how it can be scaled for all employers to become agents of change.

Reviving the solar sector: Optimism in times of uncertainty

The Indian solar sector is not new to uncertainty and has adapted itself to challenging and threatening circumstances. Past experiences and learnings from tender cancellations and delays, power purchase agreement (PPA) renegotiations, and GST and safeguard duty implementation have made the industry more agile and prepared. However, the present uncertainty due to COVID-19 has led to unimaginable disruptions.

The present situation has not only deferred new tenders but delayed existing projects under various stages of commissioning. In addition, timelines to implement new initiatives like certification of solar modules and inverters will now be extended. The lockdown has reduced the power demand from industries leading to surplus power in the grid. A situation like this can delay the issuance of new tenders and lead to curtailment of power from existing and upcoming renewable energy power plants.

The webinar will highlight appropriate interventions that can address the immediate and short term concerns of the sector. We will deliberate on the key medium and long term interventions that may be required to regain the momentum needed to meet the 175 GW and the 450 GW target. Optimism in times like these will not only ensure better preparation for tomorrow but increase our tolerance to absorb any fallouts due to uncertainty.

Energising the storage industry

Traditionally, energy storage systems have been used in a decentralised manner. However, with the grid becoming more dynamic and unpredictable, energy storage systems have found novel applications in many parts of the grid. Usage of energy storage systems can be classified in three broad areas – to integrate more renewable energy in the grid and ensure grid stability and security; to provide 24x7 power; and to enable the transition to electric vehicles.

With the drastic reduction in upfront costs and technological developments, new avenues of applications are now commercially viable. An increase in prosumers and transition to a smart grid will ensure the development of new business models to deploy the technology.

The webinar will discuss the role of energy storage systems in the transition to electric vehicles, ensuring energy access, and grid stability. We will also discuss key regulatory interventions and financial support required to scale up energy storage systems in the country.

Understanding household electricity consumption using smart meters

Residential electricity consumption in India is changing due to rapid electrification, improved supply, increasing urbanisation and growing incomes. However, there is a lack of data and understanding of how people use electricity. As India embraces the smart meter technology, there is an opportunity to bridge the information gap and use this smart meter data to understand the nature of residential electricity demand.

The roundtable will bring together researchers and practitioners to deliberate on the opportunities that smart meters present for a better understanding of electricity demand and management strategies in the residential sector. CEEW, PEG, and CLASP have been collecting electricity consumption data, using smart meters, from a sample of households spread across different parts of India, under different initiatives. Insights from the data collected through these initiatives will add context to the deliberations.
