Muskaan Malhotra

Research Analyst

Muskaan works as a Research Analyst in the Power Sector team at The Council. Her focus is on developing a robust demand-side ecosystem of electricity consumption throughout the end use value chain, boosting energy-efficiency and energy-saving measures. She is passionate about using behavioural nudges to create a regulatory framework that drives sustainable governance.

Prior to joining The Council, Muskaan worked as a Legislative Assistant to Member of Parliament (LAMP) Fellow in New Delhi wherein she designed parliamentary interventions. She drafted two Private Member’s Bills on a district-level central sector and centrally sponsored scheme monitoring mechanism as well as the development of Greenfield infrastructure, incorporating learnings from randomised controlled trials (RCTs). She liaised with delegations and representatives from various ministries, think tanks, media and industry bodies, conducted a primary research project in Bihar to study the functioning of public institutions and provided regular inputs on the efficacy of policies of the Government through data analysis and visualisation.

Muskaan has completed her graduation with Honours in Economics from Shri Ram College of Commerce, University of Delhi and holds a Diploma in Conflict Transformation and Peace building from Lady Shri Ram College, University of Delhi.

Muskaan is a quintessential foodie who loves to delve into different cuisines. She has been travelling alone since middle school and loves to explore the history behind each place she visits. She is an international level debater, an amateur photographer and a violinist.
